Jackie Biddle, ESQ

I am a West Virginia attorney who offers free consultations for adoptions and legal guardianships. A graduate of the Salmon P. Chase College of Law at Northern Kentucky University, I have spent 25 years making adoption easier for West Virginia families. Whether you are pursuing a DHS-subsidized, private, stepparent, or adult adoption, I can help.

In addition to my decades of experience as an attorney, I also spent 17 years serving as a guardian ad litem, a court-appointed advocate for children in abuse, neglect, divorce and custody cases. I saw firsthand how lengthy and emotionally exhausting fostering can be. And despite practicing healthy habits, I could not get my blood pressure down. About a decade ago, I took a leap of faith and decided to focus my practice solely on adoptions, because I thought it would better my health.

Through countless hours of hard work and a whole lot of luck, I’ve built a specialized practice that has served hundreds of families. And I’ve taken extra steps to reduce financial burdens for prospective families and guardians of children in the state’s foster care system. I perform several pro bono private adoptions every year. And unlike many attorneys, I won’t request any upfront payment for DHS-subsidized adoptions. I also never charge more than what the DHS will reimburse.

I’m not in this job for the money. I’m just truly blessed to help people on their adoption journeys. Every week, I see parents cry happy tears when a child officially joins their family. I help grandparents who wouldn’t be able to become legal guardians of their grandchildren, if not for my commitment to no up-front costs. And every now and then, I see someone in their mid-twenties smile when they no longer have to call their dad a stepparent.

My practice is centered on several key values: Compassion, efficiency, integrity, and, most importantly, availability.

I always try to return calls within 24 hours, and I’ll take calls late at night or on the weekends if need be. I’ve cut vacations short for adoption hearings, and I’ll take calls at 9 p.m. or on the weekends if need be. I’ve even completed an adoption hearing from the back of an ambulance after getting into a car accident on my way to court. Although I wasn’t severely injured, I still had to go to the emergency room for X-rays. With the judge’s permission, I participated in the hearing virtually from the vehicle to make sure my clients didn’t experience a single delay.

Outside of work, I enjoy yoga, Pilates, walking my two goldendoodles, and spending time with my family. I met my husband during law school, and we've been together ever since. We have one daughter who attends Vanderbilt University, and I love going to college football games with her.

Savannah Mathis

Savannah is Jackie's right hand, providing all the administrative support needed to ensure adoptions move quickly and efficiently.

Savannah came to the Biddle Law Office a decade ago after earning a B.A. in psychology from Marshall University.

Originally from West Virginia, Savannah has lived across the river from Huntington in Catlettsburg, Kentucky, since 2019.

Outside of work, Savannah loves reading murder mysteries and spending time with her many animals. She has dogs, cats, pigs, goats, peacocks, turkeys, geese, rabbits, and a donkey. Savannah lives with her husband, and they have previously served as foster parents.

Being part of families' journeys and working with Jackie are Savannah's favorite parts of her job.

Why did Jackie choose adoption law specifically?

After years serving as a guardian ad litem for children in abuse, neglect, and custody cases, Jackie saw firsthand how challenging the foster care and adoption process can be for families. She chose to focus her practice exclusively on adoptions to help make the process easier and more accessible for West Virginia families.

What’s something clients may not know about Jackie’s dedication to this work?

Jackie goes above and beyond to make sure families never experience unnecessary delays. She has taken late-night calls, cut vacations short for hearings, and once even completed an adoption hearing virtually from the back of an ambulance after a car accident so her clients’ adoption could move forward.
